Dubai hiring: who is recruiting now

Recruiter reviewing applications during a Dubai hiring interview

#image_title

Dubai hiring decisions this autumn hinge on numbers most residents never see. At Dubai Chamber of Commerce's service centre in Deira, 30,697 companies renewed their membership in April 2026 alone, the highest monthly total in the chamber's history. Nearby in DIFC, recruiters fielded calls from finance and technology firms chasing talent, while hospitality managers quietly froze vacancies. The gap between these two scenes shows where the labour market sits heading into the final quarter of 2026.

What Dubai Chamber data shows

The Dubai Chamber of Commerce said 2,709 new companies joined its membership in March 2026, signalling continued investor confidence in Dubai's economy. The real estate, renting and business services sector accounted for the largest share of new members at 41.2 per cent, followed by trading and services at 29.5 per cent, while construction made up 15 per cent and social and personal services represented 9.3 per cent. A month later, renewals told a similar story of momentum. Dubai Chamber of Commerce recorded 30,697 membership renewals during April 2026, the highest monthly total in the chamber's history.

President and CEO of Dubai Chambers, Mohammad Ali Rashed Lootah, linked the numbers to the structure of the economy rather than a single sector. He said Dubai's economic model "rests on a strong foundation that combines resilience, proactive planning, effective public-private collaboration, and deep ties with global markets." Registration and renewal counts do not say who is hiring, though. For that, the clearer picture sits with the Chamber's own quarterly survey, and with one other source.

That clearer picture has a gap in it right now. The current quarter of the Dubai Quarterly Business Survey is now closed to new responses, which means the Chamber's own sector-by-sector hiring verdict for Q3 is not yet public. Employers and jobseekers watching the market in the meantime are leaning on a separate, parallel survey that covers the same quarter.

Dubai hiring by sector: who is in demand

The UAE's Net Employment Outlook stands at 17% for the third quarter, based on interviews with 546 employers conducted between 1 and 30 April 2026, according to the ManpowerGroup Employment Outlook Survey. That figure is down 43 points from the previous quarter and 31 points year-over-year. It places the UAE below the global average of 26% after several quarters among the world's strongest hiring markets. Still, the breakdown shows more employers growing than shrinking: 42% plan to increase staff, 25% anticipate reductions, and 32% expect no change.

Sector by sector, the demand concentrates in a few clear places. The Information sector leads at 31%, followed by Finance & Insurance, Public Sector, Health & Social Services, and Tech & IT Services, all at 28%. Trade tells a different story entirely. The sharpest reversal came in Trade & Logistics, which fell 71 points year-over-year to a negative outlook of -8%, a significant signal in an economy built on trade flows.

The pullback shows up outside the data too. Hiring plans are softening as exposed industries like hospitality and trade eye hiring freezes and pay cuts. Expansion confidence has also softened sharply, with the share of employers hiring because of company growth falling to 36% from 54% in the second quarter. Geopolitics, not costs, carries most of the blame. Among employers expecting to reduce staff, 49% cite geopolitical challenges as negatively affecting their staffing decision, compared with 37% who pointed to economic pressures.

Company size decides the outcome

Sector is not the only split that matters this quarter. Size of employer changes the picture almost as much. Organisations with 1,000 to 4,999 employees reported the strongest outlook at 35%, and micro-businesses with fewer than 10 employees were the only size category to improve year-over-year, up 14 points to 29%. Large firms with deep pipelines and tiny teams with low overheads both found reasons to add staff.

The squeeze sits in the middle. Companies with 10 to 49 employees posted a negative outlook of -7%, down 57 points, the weakest reading of any segment. For a freelancer renewing a trade licence at a Dubai Chamber service centre, or a small logistics firm in Jebel Ali, this is the group most exposed to a freeze. These are the businesses too large to move fast and too small to absorb a slow quarter without cutting hours or roles.

What comes next for Dubai hiring

The last fully published confidence reading from Dubai Chambers predates this slowdown. The Dubai Business Climate Index for Q4 2025 reached 173 points, rising slightly from the previous quarter and remaining well above the neutral baseline of 100. That reading reflected a business community expecting conditions to improve, months before the Q3 2026 hiring numbers showed trade and logistics turning negative. Whether the Chamber's next index confirms a real cooling, or whether hiring rebounds once the current round of geopolitical pressure eases, is the question the next release will have to answer.
